Open the registry editor.
Navigate to:
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings
Right-click the PowerSettings folder and search for

.Double-click
ValueMax
and change the value to0
.Restart the computer.
CPU core parking is now disabled and the cores should no longer be getting parked.
